State Department of Education (SDE) websites vary greatly in how they handle information about grant opportunities and requests for proposals (RFPs) for K-12 Education. Some SDE websites prove to be much more accessible to the public, much more informative, and much easier to navigate than others.

 

This post covers SDE websites for Illinois (IL), Indiana (IN), Kentucky (KY), Michigan (MI), and Ohio (OH). Later posts will cover other regions in the United States of America. A final post will provide a synopsis of access to RFPs for K-12 Education in the 50 states.

 

State Education RFP Databases: Midwest

In this series, ‘Consolidated’ means that requests for proposals (RFPs) are located all in one place and are easy to find; ‘Active’ refers to competitions that are open for which applications are being solicited at present (or very recently); and ‘Archived’ refers to competitions that are closed, but for which past applications are available. Access to archived RFPs can help potential applicants to plan for future ‘Active’ proposals.

 

The term ‘21stCCLC RFP’ refers to the RFP for the state-administered, Federal educational grants program, 21st Century Community Leaning Centers (21stCCLC); the term ‘MSP RFP’ refers to the RFP for the state-administered, Federal educational grants program, Mathematics-Science Partnerships (MSP). The ‘21stCCLC RFP’ and the ‘MSP RFP’ are both used merely as tests for gauging the ease of locating RFPs on SDE websites.

Illinois:

The Illinois SDE’s ‘Innovation and Improvement’ page presents a partially consolidated site for active, but not archived, state/federal RFPs and continuing applications. Both its ‘Grants’ site and its ‘Funding Opportunities’ site provide links to active RFPs for formula grants, competitive grants, and continuation grants. There is no single archive of past RFPs. The SDE’s ‘Active Applications’ page includes links only to many closed RFPs from FY2012 and earlier fiscal years, including archived RFPs for continuing applications for MSP. The 21stCCLC program site includes an active FY2013 RFP for a continuation application only.

 

Indiana:

The Indiana SDE has no consolidated site for state/federal RFPs. Its ‘Grants Management’ site provides some links to state/federal program RFPs and related materials, but not others. It has no links to archived RFPs. This site provides links to RFPs for the 21stCCLC program and to related materials. It provides no links to active or archived RFPs for MSP.

 

Kentucky:

The Kentucky SDE has a consolidated site for state/federal ‘Bid and Proposal Opportunities’. Its ‘Competitive Grants from KDE’ page presents links to active and archived state/federal program RFPs and related materials; among these are archived ‘Requests for Application’ (or RFAs, which are the same as RFPs) from 2012 for both 21stCCLC and MSP. The site’s notices for the 21stCCLC program include an interesting caution about the disqualifying effect of applicants’ ‘plagiarism’ of past proposals. The SDE also has a page that lists sources of other federal, state, and private foundation ‘External Grant Opportunities’.

 

Michigan:

The Michigan SDE has no consolidated site for state/federal RFPs. Its ‘Programs’ site and sidebar have links that may or may not lead to RFPs, depending on the program or category selected. Its ‘Programs’ sidebar does lead to a link for ’21st Century Community Learning Centers’, including its active RFP. The SDE site’s ‘Grants’ sidebar offers a link to ‘Other Federal and Private Grant Sources’, which includes Title I B (Even Start), and others; however, the Even Start RFP is 10 years old. The SDE site’s ‘Grants’ sidebar also offers a link to ‘Archive: Active/Historical Grant Programs’, which includes 21stCCLC and MSP and their archived RFPs.

 

Ohio:

The Ohio SDE has no consolidated site for state/federal RFPs. Its ‘Competitive Grants’ site includes a list and links to state/federal programs, such as 21stCCLC, but not to active or archived RFPs. There is no link to MSP. The site’s sidebar link to ‘Grant Related Forms and Applications’ does not lead to active RFPs for either 21stCCLC or MSP. The SDE’s ‘Ohio Mathematics and Science Partnership (MSP) Program’ site includes a link to an archived FY2013 RFP for MSP. A separate page includes a link to a closed, state-administered FY2013 ‘Race to the Top MIni-Grant Competition’.

 

Note:

The FY2013 Federal budget no longer funds grant competitions under Title II Part D (Enhancing Education Through Technology); thus, this program is absent from discussions in this series.
